- State secure facilities: high-security commitments; specialized units where available.
- County post-adjudication: local custodial programs with shorter LOS; step-down to community.
- Contracted residential: staff-secure or non-secure programs aligned to risk/needs.
- Therapeutic group homes: small settings, treatment focus, education continuity.
Decision Factors

Data & Methods
We normalize rates to the 12–17 population and pool small-n across 2–3 years with annotations. Breaks in series from reporting-system changes are marked. Placement LOS and step-down are summarized with medians and interquartile ranges where possible.
